The icing on the cake is that PayPal gets charged £400 by the FSA for each complaint whether upheld or not.

That could make an interesting negotiating tactic in a dispute with Paypal.

You do have the option to refuse payment if an unconfirmed address is used. There's even an option when filing an unpaid item dispute to say that the buyer is trying to pay with an unconfirmed address.

Unfortunatly this can only be instigated AFTER the eBay sale has been completed. Ebay and Paypal are two cheeks of the same ar5e, so surely they can create a link that prevents unconfirmed address buyers from bidding on certain items.

Sellers do not want to go through the hassle of having to cancel a sale after it has been paid, risking negs on behalf of a half-thought policy from paypal, and having to relist the item again, or offer it at a lower price to the next highest bidder. Who also may have an unconfirmed address.

Well, as it's against the rules to have multiple accounts...how about reporting the buyer...
It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.

Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.

Worth reporting them just to close down these accounts. Unfortunately the scammer will have plenty more addresses and fraudulent cards to set up new accounts.

Since when has it been against the rules?!!! And what do you report them for?

I run 6 accounts for selling various products and another few accounts for buying - and I am far from the only one doing this!

As long as all accounts are kept in good order, and not used to bid up against eachother, then ebay have no problem with this. most of them are linked to the same paypal account, but even then I have two paypal accounts (both fully verified) running against 2 bank accounts.

If you can provide a link to the T&C's where multiple accounts are not permitted, I'll be morethan grateful!

I'm just adding a 'me too' post. I have several accounts, all legitimately opened and all showing my correct name, address and telephone number.

It is not against ebay rules to do that.

    Soo

"What can you do if you are at loggerheads with PayPal? Complain to the FSA. It's easy, simple and costs you nothing except a little of your time. The icing on the cake is that PayPal gets charged £400 by the FSA for each complaint whether upheld or not. Maybe when enough of you complain to the FSA and their fees start to pinch, then maybe PayPal will bring in some common sense and safer systems"

That's a VERY interesting little piece of insider information, especially as I have a merchant account with paypal.;)
I also have a buying and a selling ebay account, both linked to the same paypal account.
