I may have got the wrong end of the stick here, but from what i've gathered from various online resources is that if an IPA isn't established before you get discharged, then you don't end up with an IPA at all, is this true?
If so, does this mean you could technically get a higher paying job just after discharge without the worry of IPA payments?

Again. Yes.
There can be a lot of uncertain things in BR.
But these particular ones are set in law, and are not open to interpretation.
