FTB Friend - Council Tax Dilemma!

Hi,
First post, so please go easy. A friend of mine has bought a property in Whitefield (Manchester/Bury) about a week ago. He is a FTB and has been living with his parents in Darwen and also been working for the last couple of years.
His parents are on housing benefit and he is/was not registered at his parents property (couldn't afford to pay council tax as he was trying to pay off his student loans etc. once he started working).
Anyway to cut the story short, he wants to know when he informs Bury Council of his new house purchase (presumably they will ask him his old address etc.), will they relay this information back to his parents council (Blackburn With Darwen) as he doesn't want his parents getting into bother with council tax etc?
Any suggestions to how he should approach this difficult situation?

Councils generaly dont pass info between themselves. I work in Ctax and probably receive/pass information a couple of times per week.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

My local authority is Bury Council and moved recently but can't exactly remember how we contacted them or what they asked.0
