What issues does Higher Education face?

Could anyone help me out please? I'm putting together a brief report for someone and would like to add a paragraph or two about the difficulties that HE establishments are facing.

I can only think of a couple of things at the moment:

• Charging higher fees could reduce recruitment figures
• Private training providers offering shorter courses that could also draw business away from HE..

For example I don't know anything about any higher education policies that exist that could cause problems...?

Or is losing new recruits, and therefore revenue, the main issue?

There could also be issues in terms of Education Maintenance Allowance.
