If you really think there may be a mistake and this should not be owed or is already paid of, then give National Debtline a call. They should hopefully be able to tell you what steps to take to formally query and dispute the debt with DWP.Free/impartial debt advice: National Debtline | StepChange Debt Charity | Find your local CAB

There has been a change in the law with the implentation of the Welfare Reform Act , a change that noone seems to have noticed.
Previously the DWP could only collect outstanding monies from you if you were in reciept of benefits, or if they took you to court, however, the Act now allows the DWP to contact your employers for any social fund loan regardless of how old itis, and they can insist your employer deducts the money from your wages.
There does not appear to be any right of appeal, now do they have to prove you owe any money, and even if you appeal I have been told, they will still take the money any way, basically we have no choice, and cannot do anything , although there is a maximum the can claim, but your employer can also charge you for making the deductions.
There are a number of websites Ive found which explain this0
