Transfering pensions and preserving benefits

Options
Last June i left a company whose pension scheme is part of the railway pension. I started a new job with a new company whose pension also a railway pension....I should be able to transfer my pension but having a problem.

The railway pension state they need a letter from my old company. an 'application to preserve benefits' before i can transfer.. they state the account is still active even though they have been recieving no money from my old company..

My old company are not playing ball. I have rang and sent emails and nothing is ever done..

So what now? How can i get them to send this application to preserve benefits. If this stays like this i can see myself having problems drawing my pension..

Any advice please?
Thanks
