Pls help;
After having dinner with our friends and family in KFC at 20:54 on 10/04/2013 i received a penalty letter from CIVIL ENFORCEMENT LTD. Horton House Exchange Flags Liverpool . When i ask my friends if they recieve any penalty letter they say said nothing.
So i sent an appeal that we haven't notice the sign since it was raining and dark and with a letter which was sign by the KFC that we stayed longer than 1 hour . Stating that we ordered 3 times first a bucket meal then a chicken wings and fruit shoot when my child woke up and last oreder is 3 coffee and 2 hot chocolate .
The CIVIL ENFORCEMENT LTD denied my appeal and demand to pay the penalty of overstaying.
Shall i pay or not , pls any advice.

You overstayed the 1 hour limit. Therefore you broke the bye-law. If you don't pay, you could end up in a rather messy situation.
I suggest you seek legal help. And maybe a dictionary.0 -
I'm sure private parking companies had some sort of ban -I know clamping has. I would also email KFC to tell them as they may have more precedence with the to ticket fine company .
Staying in a private Carpark over a certain stay I'm pretty sure isn't 'you've broke the law' it's just private property that companies who profit on the management of their Carpark.
I would start with KFC and state the date times etc and what you ordered and why so long in store.

Don't pay anything until you have visited the Parking Fines Board - plenty of advice there about parking tickets. They explain which ones are enforceable and which ones are not.0
