MoneyExpert T&C's for cash back

I have just submitted a claim for the £40 cash back from MoneyExpert (via simplyswitch adds £15 included in the above)
In the T & C's in the below link, it says "You MUST apply to switch your Gas and/or Electricity within 30 days of your policy start date for your car insurance"

Does this mean I have to switch gas and elec to get the cash back??? I'm locked into a deal, so can not switch!!!
Why do they put these obstacles in the way? There can't be many people who change their car insurance at the same time as gas and elec.
