Very basic. How to write a CV, covering letter and what to do/say at interviews.
My CV and covering letter writing is fine. I know this from feedback and the fact I have helped friends and family with theirs which resulted in them gaining employment.

Not fully convinced about the new skills training. Majority of time it turns out to be companies looking for cheap labour which they can get rid of easily.
Due to poor hearing and back problems the choice of career is also limited.

My career to date has been at a high level within the electronics and IT industries, thus when looking at junior or low skilled work the employers, quite rightly, think this person doesn’t really want the job and will leave at the first opportunity, so you never even get the offer of an interview.

If your covering letter and CV are not getting you interviews then they are not fine, you do need to do more work on them. If you feel that you are being rejected for being too senior, then address that issue head on - adjust how you write about the past or give a good reason for accepting a less senior job.

Without meaning to offensive I think the problem with employment is likely to be related to the OPs age and there is no way he can word his CV to alter that.

The CV doesn't have to give an age or date of birth. Early career can be summarised without a start date. Educational qualifications do not have to have dates attached.

That's why I suggested adjusting what is written about the past. Please note, I am not suggesting a lie - this is a matter of presentation.

Yes there is. Under the new age discrimination laws, you do not have to put your age, DOB or time spent at jobs (which apparenlty can be used to roughly work out your age) or anything else that can indicate your age.

I'd leave my age and DOB off the CV if I were the OP.
