Stressed out by RLTU :(

This is more a rant than an expectation that anyone can help at all, as this isn't something I can speak to my friends about
I have an IPA which is currently reduced to nil, but which is being reviewed every 4 months. Every time a review happens it takes weeks of letters and e-mails going back and forth before a figure is agreed - my latest review was confirmed this morning having been going on since January
My case officer at the RLTU is quite honestly awful - I will tell her things in a letter that she promptly ignores or forgets, so I have to tell her these things again and again! It sounds minor but it just makes the whole thing so stressful. Is this normal, or should I be asking to a different case officer?
