Overpaid NIC

I hope I am starting this thread in the right area and I hope I am not duplicating the Title
I was employed by Local Authority as an essential car user & I was transferred to NHS after 12 years with protected Terms & conditions .
Expenses were claimed monthly in both agencies and my claim went in in local Authority with the 10% ( at that time ) already deducted which meant I got what I claimed for .
Following my transfer expences were claimed in the same way and same rate but they deducted a futher 10% off my claim and this continued for 14 years , I tried in vain to recoup my overpaid NIC and couldn't I fought tooth & nail and couldn't get anywhere I have mountains of correspondence about this to my employers it actually made me ill that they made me out to be just a nuisance ..to the point they made me ill and I gave up my work as I couldn't fight it any longer
The overpayment was quite a lot over this 14 year period and I feel really hard done by as I could really use this now
Has this sort of thing happened to anyone else ?
Is there any way I can claim this back I can prove via the correspondence that I have tried many ways to explain to my employers what they were doing .
Appreciate any advice - many thanks
