Problems Transferring a Pension

I've been trying to transfer a old work pension since mid January but am having problems and my old work and currently refusing to do the transfer though have agreed in principle. They are saying they need a HMRC document from Virgin but Virgin say they have sent this 4 or 5 times and have given them permission to contact HMRC direct. I've tried phoning both organisations but this dispute has been going on for 2 months now and I wondered if anyone knew if there's anything I can do. Phoning every week seems to have limited effects though Virgin are very helpful. Thanks.

Have you made a formal complaint in writing to the administrator of the old scheme and requesting an explanation in writing of the delay?
Have Virgin informed you of the nature of the document required?

Thanks - I've contacted the Pensions Advisory Service and they say they can help but I have to put a complaint in writing first to the organisation. They have said they are waiting for a HMRC document but Virgin say they have sent this 4 or 5 times and have given them permission to contact HMRC themselves. Virgin are trying to deal with them over the phone now but said they have never had this much trouble before.0
