The Halifax are offering to pay stamp duty up to purchases of £250K for FTB on some mortgages? Daft question, but does this mean you can never have bought a home before to qualify?

Halifax definition is;-To qualify for a FTB product, one applicant must not have previously bought or owned a property (including inherited/bought for cash).I am a mortgage broker.
