Letter I received

I thought that perhaps one of you lovely people could tell me what this letter actually means. It was addressed to myself and my previous partner and seems to be from Council Tax owed from 2007/2008 in a previous flat (which my partner was supposed to be paying while I paid the rent!!)

It has come from Scott & Co and says:

"You are hereby notified that a Summary Warrant granted
against you at the Sheriff Court has been passed to this
office for Enforcement and Collection. Unless payment in
full as detailed below is received at this office within 7
days the Sheriff Officer may be instructed to execute a
Charge for Payment against you.
You should contact us immediately to discuss repayment."

The total amount they are asking for is £657.35. I definitely don't have that lying around in a bank!
