agency staff query

I work for a company that uses an agency to bring in new staff. I represent all employees as part of a forum be it permanent or temp staff. Is there any fixed term that a company can have an agencg worker before having to make them a permanent member of staff for the company? I know after 13 weeks the agency staff get equal rights and pay but unsure about anything else.

We have agency workers who have been with us for over two years and they are on double our pay.
They were offered permanent jobs but would have then been on the same pay as us so they have chosen to stay as 'temps'.
There is no sign of the company seeking permanent employees to replace them...makes me wish I could quit and then get employed as one of the temps lol0 -
After two years I think there is a right to ask to be taken onto the permanent staff - but no right to insist you are. A bit like the right to request flexible working or time off for training.0

It suits some workers to remain as agency staff for many reasons, but there are others who probably wish for permanent work for different reasons. Just depends what stage you are at in life and what your financial requirements are.
Personally I took voluntary redundancy (after 25 years service) in 2005 and now work for a different company on a Zero-Hours contract. They employ about 75 full-time drivers and about 25 of us on Z/H contracts. I tell them my availability on a Thursday and they give me 4 shifts next day for the following week.
Gives flexibility both ways but lacks any guarantees. Has worked ok for me so far though. Can be a bit quiet in January, but the rest of the year there is plenty of work covering for holidays and sickness. Great for cheap last-minute holiday deals too as I don't have to find a spare slot in holiday book like the full timers do.
Ideally I'll just cut down on the number of days I work each week as I get nearer to 67.
