i think an EU CSA would actually do the trick, would mean a fairer CSA... - something where figures are given by the EC... (which will take into account all factors)

I could imagine the EU system. Charge the NRP 15%, pay the PWC a fixed amount and pocket the difference. Not forgetting that the EU will probably add an extra tax on to the NRP payment
