Anyone have experience with Lithuanian tax?

I'm living in Lithuania now and trying to sort out my tax affairs, mainly so I can get on the property ladder.
Unfortunately, tax information is not as easy to find as that published by HMRC.
I have read all manner of conflicting information regarding taxes and even the tax office here seems to be rather unhelpful. Whenever I ask a question, they just ask me for my E-Mail so they can send me a PDF. Unfortunately the PDFs all come in Lithuanian so I can't read it. Worse still, I can't even translate it because the PDFs are scans so I can't copy and past the text.
I must admit, it is becoming frustrating trying to sort this out. To make things worse, I can't even get a bank account here (fear of terrorism and money laundering apparently) and as a non-Lithuanian do not enjoy the privileges of a local, such as health care or even the right to own land. Seems strange given Lithuania is part of the EU. It's crossed my mind I should continue paying taxes in my home country and just live here 'off the radar'.
