New Tax on Fund Rebates - Whats the effect for non tax payer?

HMRC have announced that from 6 April 2013 any fund rebates/loyalty bonuses such as those paid by Hargreaves Lansdown that are not related to an ISA or SIPP are to be taxed and the tax has to be deducted at source.

HM Revenue & Customs' April 2013 statement:
"The payments made to investors are (in tax terminology) 'annual payments' and therefore subject to Income Tax in accordance with S683 Income Tax (Trading and Other Income) Act 2005.
"A consequence of this is that the payers are under an obligation to deduct basic-rate income tax, in accordance with Chapter 6 Part 15 Income Tax Act 2007, from the payment of trail commission and to account for this to HMRC. The investors should then account for any higher or additional higher-rate tax through their self-assessment tax return."


My question is if you are a non taxpayer because your total income is less than your personal allowance can you claim the tax back? It looks this way to me but I carn't find anything on the HMRC site confirming this.
