To give the Executor the benefit of doubt, they may just be completely ignorant of the process of administering an estate, and how IHT works.
Although as you have found, it doesn't take long to carefully read up, via HMRC's information, what the process is; there are also some guide books written which explain how to administer an estate.
Perhaps supplying the Executor with one of those books might tactfully help. Equally, if thay are perhaps being less than honest, it will flag up that you now understand where IHT has to be paid from, and that the estate, not beneficiaries, is liable to meet that before distribution.
From what you say, re the pre-deceased husbands unused exemption, that again suggests they genuinely don't understand.
But at least now you are equipped - lets hope you can keep the Executor on track!0
