That depends on the individual. Some non native speakers have a better grasp of the language than those that have lived here all their lives!

Where I used to work we dealt with a lot of shopkeeprs whose first langauge was often not english. They used to take people on who could speak other languages although it did backfire on them once as one lady who spoke an indian language (can't remember which) spent all day talking to her boyfriend and was only caught when out when one of our engineers, who spoke many languages, made a trip to the office one day and overheard her. Our office was based in mid cheshire and 98% of the staff spoke english only, so nobody had a clue what was going on.

Of course it is possible. To get a decent job you'll probably need a good grasp of english so that you can communicate effectively with colleagues/customers, but that doesn't mean english has to be your first language. If your english is of a good standard then being fluent in another language can be an asset. I know several people with very good jobs who learned english as a second language.
Common sense?...There's nothing common about sense!

Are you referring to someone who doesn't speak any English at all?
Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

I can't begin to understand why that would even come into a decision to employ him. As long as his communication skills are as appropriate and necessary for the role he is applying for he would have just as much hope as any other applicant.
