Can work choose my holidays?

I had to put in 75% (88hrs) of my holiday requests for this year this week and have been rejected for all but one of my dates.
I have no real issue with this but my manager has now decided to give me the dates that I can have off and has given me random days rather than any sequential time, I object to this as to me there is not time for me to really do anything, I've basically been told tough luck she can't make everybody happy and that I can have a week early next year and I have the 3 days I requested this year. i've not been singled out as such as there is a couple of us that are in the same boat.
Company policies state only 2 people off from each department (holiday is suspended 6 weeks over the Christmas period)
I guess it's like most things nowadays that i have no right to sequential time just time off?

There is no right as such but there is a right to not have holiday requests unreasonably refused.
So it is down to negotiation and how reasonable the reasons are for refusing any particular request.
You could make a case that the company has some guidelines so anything that fits those probaly should be reasonable most of the time.
having a 6week blackout means that every one needs to fit their holidays into a shorter time and the no more than two at a time restricts further.
Can it actualy be done within the policy? (how big is the group that can only have 2 off at once)
What happens for sick cover when there are 2 off allready?
Does it really matter if there are 3 off for the odd day
It may be that the policy needs ammending to say no one can have more than one 1 or 2 week holiday so every one can have at least one long break.
In some environments it is essential that people take long breaks to help prevent activities that can be covered up.0
