Bungalows take up too much space.
Plus there are planning laws which make it difficult to build one dwelling like that on a patch of land.
Therefore a council is more likely to give planning permission for a two storey building that can be split into a ground floor and 1st floor flat than a bungalow.
Buildings have to be adaptable for disabled use so doors are now wider, light sockets lower and power points higher than in older housing.I'm not cynical I'm realistic
