can i decline

i was offered a job and accepted it and signed some paper work but not due to start yet is it too late to decline the offer?

It's a job, not a Gulag so the answer should be "yes" as for now we live in a (fairly) free country!0

If that paper work is a contract, you ought to terminate that contract in the manner prescribed by the contract, the fact you haven't started doesn't change that unless the contract says it does.
Or just tell them you don't want it, they won't do anything.0 -
If you can resign, you can decline.
Technically you may have to 'give notice' according to your contract but no employer in their right mind will enforce a notice period on someone who hasn't even started yet.0
