Can I simply transfer my mortgage to a right to buy without selling my house. And how simply is it to do

Right to buy? Do you mean "buy to let?"
Would you be kind enough to explain what you wish to do and why?
You may be able to request consent to let from your existing lender. If you wish to borrow more, you may be able to remortgage to a formal let to buy product with the same, or another lender, subject to status, criteria, rental income, loan to value etc.I am a mortgage broker.
