Council Tax Banding

Hi
I was wondering if someone could help. My mum lived in a council house from 1991 to the end of 2012, in the street she lived in they were all 3 bed semi detached, except for the one on the end which was 4 bed.
The first three houses are in Band B, the next 3 including hers were Band C.
She contacted the VOA and when they got back to her, they said that she couldn't claim as she had moved from the property, but she could keep an eye on the bandings and if the banding on her old property gets changed from a B to a C then she might be able to contest it.
Does anyone know if this is right?

If her old property was a Band C, I suppose you mean what would happen if the old property is changed down from Band C to B?
That could happen if a new occupier contests the banding and succeeds in their appeal. If that did happen, the change in band could be backdated and your mother entitled to a refund of Council Tax for each overpaid year , perhaps going back as far as 1993/94.0 -
If your mother or her former neighbour knows the new tenants, she could try approaching them and asking them to appeal against the CT band.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Thanks she knows the neighbour of her old property which is also a band C, as her old neighbour, swapped houses with the neighbour where she moved to, if that makes sense.
