Quick CCTV question

I am currently in the middle of a disciplinary due to a contracted security complany G4S reporting me for a very minor incident.
what happened....work was very slack and in between waiting for more work... i set a roses chocolate box around 2 meters away and rolled small pieces of cello-tape up and tried to get them in. During this i had a dept manager and a team leader walk past several times and nothing was said infact the team leader stopped to talk while this was going on.
G4S happened to take this upon their selves to report me to my manager which is now leading to a disciplinary.
1. im very near sure it doesnt actually see me throwing tape balls... just picking them up
2. Can G4S report such incidents
3.Manager is trying to give me the verbal warning on the grounds of health and safty
what should i do? to be honest i feel its a bit over kill considering all work was done.

1. Even if g4s didn't see you rolling the tape balls on the cctv you admit that others did see what you were doing in person so trying to deny doing it would be daft. It would be pretty easy for your employer to prove what actually happened with a combination of the cctv and statements from those who were there.
2. of course they can. If they are paid to monitor cctv then it is perfectly reasonable for them to report anything they see.
3. How does the boss say health and safety affected by what you were doing?
Personally, I don't think you should have been playing your little game (when work is slow there is always something productive that can be done and a good employee will seek out something of value to do).Common sense?...There's nothing common about sense!0
