I dont know the extent of your circumstances but if it is just a letter from a DCA threatening Baliffs then they are just trying to scare and bully you ino paying more. They need to get a CCJ before they can send the baliffs around so don't worry too much, if they come round without a court order they are breaking the law and have no rights at all. They are just trying to scare you in to paying more than you can afford, if it went to court and the Judge saw your circumstances then he would just make an order for you to pay what you can reasonably afford, ie the payment you are offering now. Only then, if you didn't pay the agreed amount of the CCJ then they can send baliffs but this is a long time ahead and probably won't even happen.
Even though they say they won't accept your payment offer, keep making the payment, this will stand you in good stead if they do take it to court.
You could also get some advice from the CAB or National Debtline.
