Just wanted to add that a friend of mine applied for retrospective permission for work done many years ago, including the skylight. Building control, said the skylight would have to be moved, because it wasn't in the right position!
Looking at other houses in the area, I am guessing that not many of them approached building control either.0 -

It's an ongoing situation, so not sure how it is going to pan out. Building Control refer to a spec dated 2005, but it was installed 20 years ago and obviously that regulation was not in effect.0

From memory, the main issue was concerning escape in the case of a fire. Here is a link to a booklet from Building Control that I had found a while ago and may give some useful info.

I want to install a skylight over an existing stairs so escape route should not be an issue .The house was built 20 years ago and has two bedrooms in the attic ,one with a window the other with a skylight, still no idea of cost .I will check with building control after I find out costs."Do not regret growing older, it's a privilege denied to many"0
