Barclays survey refund

Having recently become divorced I found a property to buy for 195,000 on which I can make a deposit of 85,000. I did some research on mortgages and opted for Barclays as I bank with them.
I made an application for a 110,000 mortgage and the mortgage advisor said everything was in order and that a survey would be organised at the last stage of the process once they had reviewed the application.

After about 2 weeks the survey took place and the report came back very positive (the flat is only a few years old). However I just got a call saying the underwriters are only willing to lend me 106,000!
I find it unbelievable that they went ahead with the survey if they were not willing to lend me the full 110,000. The mortgage advisor seemed mortified and is trying to get the underwriters to reconsider.

While I am waiting for their reply I would like to know if I could be in a position to ask for a refund on the survey as I was told 'it is booked last once they are happy with the application'.
Also, if they don't change their mind, will I be ok to apply with an other lender? While married our mortgage was with Halifax and they said my application would have no problem being approved.

    It would be helpful if you could tell us why the amount offered has been reduced.

    Income? Outgoings? Affordability?

    I think she said it had to do with how sustainable it was? I have done my sums and budget and I know it will work (I work in finance). My petrol expenses for instance will go down as I will be much closer to work,etc..
  • so if halifax said there would be no problem why not just go with them?

    But first, would suggest you ask the adviser for a definite answer rather than guess work.

    Could be something to do with the valuation or affordability perhaps?

    I will wait for Barclays to come back to me on Monday. Halifax claims that, should I apply with them, they could get an answer from the underwriters within a day or so. I just would hate to lose the survey fee again but I do not know if I could ask for more guarantee the application will be successful before they order the survey?
