Difference (If any) between paralegal & Claims Handler

My friend and me having been discussing this for a while and want a definitive answer, is there any difference between a paralegal and a claims handler in personal injury / insurance law. Is one more respected than the other?
Its just that when applying for posts my friend always puts his nose up at claim handler's jobs though it sounds like they do quite a similar task.
Any thoughts?
