ATM withdrawls Abroad

Hi, I heard a snippet on the radio news this morning (didn't get it all) that the charges made by banks for withdrawing money from an ATM within the EU maybe illegal and banks may have to refund these charges.
Has anyone else heard anything on this subject.

Its not illegal, they can charge, they have to pay for foreign exchange fee's etc, which isnt free and the charge is passed on the consumer.0
