Scottish Life- unethical company??

Scottish Life conduct all of our contracted out business. They have just refused 500 applications as it has taken a view that because the majority of our customers are only in the UK for a short period, that the business was not profitable. There was no warning in advance, they just decided not to process the applications at the last minute. Now I have to explain the situation to 500 customers.
Surely Scottish Life cannot be allowed to do this. I have contacted the FSA asnd they are looking into the matter but it's probably tooo late to process the 06/07 applications now anyway.
Can I claim compensation for my clients?
What else can I do?
