Help - Can't say No to Switching

Hi, I hope someone here can help me.
My elderly Mum, who is happily living independently, just cannot say "no" to any offer to switch utility providers. Whether it be by phone or at the local shops, any promise of discounts, savings or vouchers and she is happy to sign up. She is unable to descern whether what is being proposed is a good deal or not.
The result of this is that her post contains a constant stream of good bye letters and welcome packs from multiple retailers. She has even had letters about transfers that have been unsuccessful because she has signed up to switch again while the first one was still being processed.
For those of us that are keeping an eye out for her, it can be quite complicated (if not impossible) to check that she has not been overcharged or double charged in all the confusion.
Is there any process we can go through with our supplier of choice whereby a switch cannot go through without them checking with the account holder's representative (email, phone call etc) first. I have Mum's power of attorney.
