child maintenance, should i have been paid it?

I was just wondering if anyone could advice me, i have two children. Whose father pays CM for them and has for years its just the basic rate of five pounds a week but i have never received a penny of it from the csa, have another child to someone else and receive his payments no problem, recently i got another letter saying how much he has paid and from 2007 till 2008i should be receiving his 5 pounds a week, i am not with him from 1996 and contacted the csa then so haven't a clue where i stand with this, when i phoned them they say they are only paying me from 2007 as i would have claimed it in with my child benefit, my circumstances haven't changed other than i have another child but have no problem with myCM for him,important not sure why they are doing it now either as my eldest is 21 and the other is 18, any help on this would be appreciative x

There was phased disregard of maintenance payments for benefit claimants between 2007-10. If the NRP's liability throughout that period was £5pw then she should have received it all herself.
I reckon she's entitled to up to around £1,500.0 -
p.s ...assuming at least one of the kids has qualified for CM all that time , of course.0
