The camera is on some stairs, but when you click on it it ticks the binoculars instead.0

The bone is to the left of the man putting his fingers in his ears and sticking his tongue out. He is near the bottom of the waterfall that pours from the stone bucket.
The binoculars are near there as well, just on the left on the bottom of the waterfall is a guy with a bucket and a shield, the binoculars are by his feet.
Ive found that the magnification matters. I couldn't select the people unless they were fully magnified, but the smaller items didnt show up for me on the full setting

when i clic the binoculars it says its the camera!0

if you go right from the bottom of the waterfall (u will need to zoom in) on the steps where all the red people are is the camera (around the 9th step up) this then says you have found the binoculars0

the key is to the right of the stairs on the sand where the camera is just past a red dude with both arms out like doing a scarecrow type thing facing outwards)0
