Council Tax reassessment rejected

I live in a cul-de-sac of 10 houses. We bought our 3 bed house in 2006. Some houses in the street are 3 bedroom houses, some are 4 bedroom, and I believe one is 5 bedroom, but they are all of a similar chalet-style construction, so it's easy to see why the drive-by assessors have put us all in the same Band F.
Using the Nationwide calculator, our house's value in 1991 was £93,000, just inside the lower end of Band E. A 4 bed house up the road, which sold in 2009, gave us a 1991 value of £125,000, just inside the lower end of Band F.
I asked the VOA to have my 3-bed property re-assessed based on this information, but it seems they will only re-assess based on similar properties in a different band, rather than different properties in the same band, and they want sales data from as close to 1991 for similar properties, of which there aren't any in the area.
Can anyone suggest what my next course of action might be, as I clearly feel that I'm in the wrong band?

Look for any similar size 3 or 4 bed houses nearby in Band E.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
