Paying Council tax

Couple weeks ago Money Saving Expert posted that from 1st April 2013 people living in England could ask their council to pay council tax over 12 months. I have checked this out and the same applies to people living in Wales, just contact your council and tell them you wish to pay over 12 months rather than ten.
