Council Tax Benefit abolished

I have just been on to my local authority because CTB is changing this month & different councils have different rules. Was informed can't have CTB because I have over £8k savings even though am entitled to Guarantee Pension Credit of £106 Per week , although not for a few months yet.
Previously if you got any guarantee PC you had CTB paid in full

To be honest, if you have over £8k in savings you can afford to pay your council tax. It's a tough adjustment, but we all have to make sacrifices in these difficult times.0

Once you go onto Pension Credit then you won't have to pay anything. I assume you are just under Pension Credit age at the moment?0
