Council Tax can increase when....

It takes place after a 'relevant transaction'
If you extend your property or adapt it so that the value increases the Valuation Office hold this information on their system. When you sell your property it is known as a 'relevant transaction' and the property will be re banded.
The band will only change after the relavant transaction so the original owner will stay at the usual band...the new owner however might have seen it as a band D in the estate agents but when the VO are informed of the transaction, it will automatically get re banded.
SO ALWAYS CHECK IF THE PROPERTY HAS RECENTLY BEEN ADAPTED AND ASK THE VO WHAT THE BAND IS CURRENTLY ON A PROPERTY YOU ARE INTERESTED IN AND IF IT WILL CHANGE IF YOU BUY THE PROPERTY.

This is certainly true Welshbird as posters on 'council tax discussion' thread have found out.
However you can appeal or ask for review of band within 6 months of moving into property. If you look at https://www.voa.gov.uk you can put the address in and see what the banding is.
