Unknown debt - advice needed please

Hi,
First of all, may I apologies if this in the wrong section.
I was wondering if some one could help me on a problem I’m having with disputed nhs penalty charge.
It all started back in 2004, they wrote to me saying I was not entitled to free prescription and I must pay penalty charge. I wrote back saying yes I was entitled to it and showed my proof. In 2005 they wrote to me and closed the case.
At the end of April 2007, they wrote to me again and said the case is not closed and you owed £175.60. So I emailed them and they replied “With reference to the recovery of the outstanding amount, a subsequent letter was sent rescinding the one that you are referring to in your letter. This letter was sent between Feb - March 2005.”
They have not written to me since 2005 to tell me the case was closed and they emailed a statement of “my account” with them today and even that proves they closed the case and they had no communication with me since 2005.
Can some-one please advise what to do next or how to complain further?

Sorry it is your local health authority that is saying you still have to pay? Or has the debt been mistakenly passed on to a debt company. If the latter, then I would contact the health authority to complain and get them to tell the debt company to close the case. If it is the local authority claiming the money, then not sure what you should do to be honest
