Assessment of Financial Circumstances - NHS

Hi all,
Firstly, my apologies if this is the wrong forum, too many to choose from.
I am completing an assessment of financial circumstances for the NHS in relation to some dental treatment.
They tell me that TV license isn't an allowable item under "Monthly Expenses" is this correct? My limited knowledge of these things had always seen me assume that TV and Telephone were perfectly acceptable.
Also, is there a per person, per month monetary figure for food?
Thanks for any insight you can offer.

As there has so far been 70+ views and no one has offered an answer I should perhaps rephrase it slightly.
I'm not expecting anyone to answer with any great authority on the NHS debt collection policies but, do want to know if the TV License and telephone line rental are legitimate household expenses when completing *any* financial statement.

I have recently gone bankrupt and both my tv licence and landline was put down on my SOA. When I had my interview today he did not mention that these were not allowable expenses. I have never read on this board that someone has been told they can't put them down either. I hope it helps sorry I couldn't clarify further.BSC no.370 AD March 14

Thanks for your input, it is much appreciated.
I have had to send the form back today and have included them. I think they are just chancing their arm and will be inviting them to take me to court (as they keep threatening) if they want to push the matter.
Personally, I think they will be hard pushed to find a judge that would disallow it but just wanted someone elses opinion.0 -
Is this question in relation to BR?:pB&SC No. 298
