Without it, approvals would be even lower.
The definition of stimulus does not require approvals to reach a higher point than another arbitrary point in time.
It just has to stimulate the market, and it's done that, as without it, things would be worse.
By your definition, QE isn't stimulus as growth isn't outpacing 2007.0
