Yes. Although you must never pay a fee for one.

CCCS and Payplan operate free ones.

Just to add to Fermi's post: There are a lot of companies that operate DMPs for which they charge, but it doesn't mean that they offer a better service (in fact, in some cases the opposite is true).

I really hate companies that resort to this sort of bullying. My advice would be
    1) make sure that CCCS are aware of this bullying and harassment by Lloyds. If possible take dates and times of the calls.
    2) Ignore calls from that number if you have a caller display on your phone. Or don't answer number witheld calls. What can they do to you if you don't answer? Nothing except write to you, which you can reply to in a measured way.
    3) Whatever payment you have agreed with CCCS keep paying it. This will go down well, if (unlikely) you do ever have to face a judge.

Eventually even muppets like Lloyds will accept it. They just want you to be frightened into paying more to them than to the others, WHICH THEY KNOW is not how a DMP works. BUT THEY DON'T CARE ABOUT YOU, or your other creditors, they just want as big a cut as they can get.

Please please don't get upset with these scum, get angry instead. You are doing YOUR BEST to sort things out. If they start harassing you again, just say that if they keep harassing you, you aren't going to cope with the stress so you'll just go bankrupt instead and they will get no money. They might back off then.
    Best of luck
