Confused about how CSA works - need advice

I have a nearly 4 year old daughter whose father is not from the UK, but who ran off and left me before she was born and denies to everyone that she is his. So we've had no contact.
When she was 9 months old I found out that he was working here again and I did a bit of detective work and found out the name of the employer. Shortly afterwards the CSA confirmed with me that he was working there and that they were trying to get a DEO. Then 2 weeks later I got a call to say that the supposed employers had denied he worked there and told me the case was closed. Does this suggest that he quit this job?
He has been out of the UK since, but I have this week discovered that he is back. I have worked out the name of the likely empolyer. Is there any point in trying to open this case again? If the address is wrong is there anything the CSA can do to find out where he is working? Can they search to see if he is on a PAYE or will they not do that? Any advice?

As an employer, I refuse to even comment on whether someone works for the company unless I'm legally obliged to/I know it's for business purposes, and the girls on front desk will either hand them directly to myself, or tell the person calling when I'll be in.
It is, in my opinion, a breach of DPA to pass on details to other companies without consent of that employee, and the employer will probably take the same stance.

They do not need to ask an employer, they can check with HMRC and then just tell the employer that he has to tell them, there is legislation in place that means teh employer would be breaking no law and has a duty and can in fact be fined if they do not disclose the details...!
My advice would be open another case... Explain your concerns and ask if it is possible to get all relevant info before contacting the employer from HMRC so as to avoid the previous problems.0 -
Thanks for your reply. If the caseworker is any good, should the CSA check with HMRC? When the last case was closed the caseworker had checked to see if he was on a payroll, but infact he was not at that time. But I do know that he left the country shortly after the CSA made contact.0
