phone won't charge

My phone will no longer charge.
Does anyone know whether it's most likely to be the phone/battery at fault, or the charger?
I don't have a spare of either to try.
Both were cheap, but I'm not sure which I need to replace.

The phone itself is still working.
The charger when plugged in to power socket shows the green light, and it doesn't then change to red when I plug it into the phone.
Should I try a new charger do you think?

    Take it to a phone shop or one of those stalls you get in shopping centers. They'll soon be able to tell you if the phone is charging or not...
