DH and I are moving overseas. He has a job and will be going 3 months before me & the kids. He will likely return to our house for 2 long weekends in this period. Will I be able to claim the single person discount for this time?

If he is intending to move on a permanent basis and is only returning once or twice before you follow him then you may get the council to award a discount however they may argue that during those 3 months he could return to the property if he wished and therefore regard him as still being resident.
You would need to speak with your local council to see which way they are going to play it.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
