higher lending charges

I hope someone can help!

I took my out my repayment mortgage in 2004. The mortgage was for £99,000 and I was charged £1,497.85 higher lending charge as the amount exceeded what my husband and I could borrow. Also on top of this a £199 arrangement fee. I just want to know is this a justified amount and can I claim any of it back?
