A Do Nothing Budget? Social Housing

Telegraph FT and Guardian saying yesterday Osborne is trapped in a corner and has no wriggle room to do anything except keep his head down, do nothing and hope a miracle comes along as a senior con minister says he will be toast if it goes down badly with his and con ratings so low. Trying to help get new homes built will fail,we all know that, as lenders will not risk lending under his flaky coalition with no majority ...... but how about social hosing? Surely something could be done about that? Obviously no one can get mortgages at the moment, but tenancies? They are more attainable?
