Is there a pre-paid card w/out monthly fee & can you claim PPI on defaulted account?

Hi!
I need to improve my credit rating which has switched to Poor after being at Fair, because I took out a contract for mobile broadband (which I haven't defaulted on). I need to improve my credit rating and was going to take out a pre-paid 'credit' card but the only one I found has a monthly fee of £4.95 which I can't afford to pay. Does anyone know of something that will help me improve my credit rating without charging me a fee?
Also, is it possible to claim for reimbursement of PPI payments on an account with defaults?
I'd be so grateful for any advice!

You can claim ppi on a defaulted account. The company may offset any refund against what you owe.
I don't think there are any free cards that will do what you want.Still rolling rolling rolling......
