Changing name on V5C logbook after marriage?

The wifes car tax came today - in her old name. She'd forgotten to change her V5C, though i'm sure she did her car licence.
Anyway i know you have to [annoyingly] pay to change your photo on the licence. From what i've read, changing your name after marriage is free, but as it's also free to ask here, i just want to double check that that is totally correct?
Would she need to send off a copy of the marriage certificate or can she just send an explaining letter?

It was free when my wife changed her name when we got married. There was one oddity though. She sent off the V5's for two vehicles, one came back showing a change of owner as well as her new name/address and the other one just showed her new name/address, no change of ownership.
She wrote for an explanation but got got no reply. We didn't pursue it.0 -
